共享单车是移动互联网和租赁自行车融合发展的新型服务模式,是共享经济的一种新形态。成都是全国首个系统提出发展新经济的城市,旨在打造“最适宜新经济发展的城市”。自2016年共享单车进入成都以来,成都市以满足人民群众出行需求为导向,不断创新“共商共建、多方共治”的发展治理体系,共享单车在成都市得以蓬勃发展,有效地解决了市民出行“最后一公里”难题,切实缓解了城市交通拥堵,有力地促进了城市绿色低碳出行。然而,随着单车数量急剧扩张,单车企业在投、管、服等方面暴露了大量问题,侵占人行道、堵塞交通等问题层出不穷,给城市管理工作带来了新的难题和挑战。
Bike-sharing is a new service model developed through the integration of mobile Internet and rental bicycles, and a new form of shared economy. Chengdu is the first city in China to systematically propose the development of new economy, aiming to create "the most suitable city for the development of new economy". Since bike-sharing was introduced in Chengdu in 2016, Chengdu has been oriented to meet the travel needs of the people, and has continuously innovated the development and governance system of "co-consultation, joint construction, and co-governance". Bike-sharing has flourished in Chengdu and effectively solved the "last mile" problem of citizens' travel, and it has effectively alleviated urban traffic congestion and promoted urban green and low-carbon travel. However, with the rapid expansion of the number of bicycles, bicycle companies have exposed a lot of problems in investment, management, and service. Problems such as encroaching on sidewalks and blocking traffic have emerged one after another, bringing new problems and challenges to urban management.
