Xu Qiang: Beijing to Build the World's Leading City of Digital Economy

In the Global Innovation Hubs Index (GIHI) published in September, 2020, Beijing ranks 5th among the global hub cities of innovation. It shows that Beijing has the fist-mover advantages and conditions to build an international science and technology innovation center.

Xu Qiang, the Director of Beijing Municipal Science and Technology Commission and Director of International Center for Creativity and Sustainable Development under the auspices of UNESCO, was interviewed by Beijing Daily on December 2, 2020 and stated that Beijing would try to apply digital intelligence to all settings throughout the city and vigorously build itself into the world's leading city of digital economy and an international innovation hub.

In August, 2020, the National Center for the Performing Arts of China offers the world's first "8K + 5G" live broadcast. This is the first time for Beijing to provide end consumers with grand-scale, 8K and ultra-high definition cloud distribution on the Internet.

Xu Qiang said, "Building the global innovation hub means a higher level of opening-up, innovation and integration. In the next 5 years, Beijing will, with the major aim to entering the league of international innovation centers, improve overall planning, utilize its great strengths and lead the way in greater innovation."

Beijing will make greater efforts to build China's national labs and Huairou's comprehensive national scientific center, support the new batch of major scientific and technological infrastructure, improve the techniques and management of such infrastructure, and explore the new mechanism of sharing the infrastructure that is suitable for the national conditions and comparable to the international counterparts. Moreover, the capital city will look into the future and continuously develop a new batch of sophisticated global R&D institutions in leading fields of photoelectricity, material and blockchain.

According to Xu Qiang, the meteoric rise of digital technologies in recent years has prompted the transformation of the production mode and relations, economic restructuring and changes to lifestyles. The digital economy is the theme of future development for the globe. Before entering the league of international innovation centers, Beijing should build itself into the world's leading city of digital economy. For this aim, the city shall make full use of digital intelligence, and utilize digital technologies to reduce costs, increase efficiency and improve services.

In November, 2020, Beijing Office of the State Administration of Foreign Exchange announces that it will launch a pilot program in Beijing for verifying the facilitated income and payment of capital projects on the cross-border financial blockchain platform. The program would start first in Daxing Free Trade Area.

Xu Qiang pointed out that Beijing would apply digital technologies to all scenarios throughout the city, build a basic supporting platform of artificial intelligence that could be utilized in all cases, and empower analyses with computing power, data and algorithms, thus building a "digital city" where convenience could be felt everywhere.

During the implementation of the 14th Five-year Plan, Beijing will, center on digital intelligence, support intelligent manufacturing characterized by 5G, Industrial Internet, artificial intelligence, smart new energy vehicles and the robot industry, highlight the roles of materials, core equipment and digitalization based on green and smart energy, as well as develop the smart health industry featuring diagnosis and treatment of major diseases, clinical research services, innovative drugs and medical devices. Every new tera-scale industrial cluster will offer full backing to Beijing's high-quality development.

In terms of transportation, education, medicine, city governance and industrial upgrade, Beijing will focus on application scenarios, enhance the connectivity of the innovation chain, the industrial chain and the supply chain, support the growth of small and medium-sized businesses devoted to innovation, cultivate leading technological enterprises and build hi-tech companies into the major drivers for innovation and high-quality development. Xu Qiang mentioned that Beijing shall make full use of its technological strengths and talents and contribute to building the powerful nation of science and technology.
